Ghana Centre for ICT Excellence Endorses Abuja Cyber Security Conference

The India-Ghana Koffi Annan Centre for ICT Excellence in Accra, Ghana, has officially endorsed the scheduled National Conference on CyberCrime and Cyber Security holding mid-August in Abuja, Nigeria. Earlier on, the Federal Ministry of Justice and NITDA had taken the lead as National Champions.

 

According to the Ms. Dorothy Gordon, Director General of the Centre, “The subject of Cyber Crime and Cyber Security has become so critical to the development of Africa and ECOWAS in particular. Therefore, there can be no better time than this, to engage and address the issue constructively – especially now that ICT investment and deployments have registered tremendous growth. This is why the conference is not only significant but fundamental to our collective existence and survivability.”

 

 Chris Uwaje, the  President of Global Network for Cyber Solutions (Organisers of the Conference) and 1st Vice President of the Institute of Software Practitioners of Nigeria (ISPON) in his evaluation stated emphatically that  “No nation will economically and/or culturally survive in the 21st Century Cyberspace, unless she masters the global cybercriminality and cybersecurity challenges.” Further more, he said: “To escape the ferocious consequences of Cyber Tsunami, African Nations and Nigeria in particular – the single largest concentration of people of African decent under the universe - must address and proffer solutions to these issues as a national priority and 2020 mission”. Going by the recent CBN report that the Banking sector lost move than N7billion to technology-aided fraud and the recent nation-wide raid of Cyber-Café and arrest of over 136 Cybercrime perpetrators, the nation and ECOWAS may be facing a colossal ICT threat capable of destroying the trust culture which forms the fabric of digital evolution.

 

Global Network for Cyber Solutions in its recent press release confirmed that most of the Internationally renown Resource Persons, from USA, Germany, United Kingdom, Singapore, Ghana and others have confirmed their acceptance to participate. Also Nigerians in Diaspora –Prof. Emmanuel Anieboman (AfriHub), Prof. Bolaji Aluko of Howard Univerity will participate. According to Mr. Segun Olugbile, Managing Director/CEO of Network for Cyber Solutions, the conference is strategically packaged to fulfill the mission of ‘think globally, act locally’.

 

To this end, they have also secured policy-level institutional endorsement on the conference from the Federal Ministry of Justice, National Information Technology Development Agency, in consultation with the Presidency, National Assembly, Bankers Committees and other relevant institution. Major ICT Industry and Banking and Finance stakeholders have indicated their interest to collaborate and sponsor the program.  Professional at home will form the critical mass of the delivery of scholarly papers and case study presentations. Dr. Pius Okigbo (Jr.) of Insfosoft, Prof. Charles Uwadia Director of IT Centre Unilag, Dr. David Takura of EFCC, Thoman Ninan (MD Visafone), Engr. Titi Omo-Ettu of Executive Cyber Schuul, Chief Demola Aladekomo - MD CHAMS Plc, Dr. Sola Afolabi, Director if ICT ECOWAS, Dr. Commander J. Akunobi (Navy), Dr. Femi Aladesulu Head of ICT, Central Bank of Nigeria, Dr. Emmanuel Ekunwem, President ATCON, Chris Uwaje – Chair, Connect Technologies, Gbenga Sesan (Paradigm Shift), Dr. John-Mark, Ken Okoronkwo (US Embassy) and others too numerous to mention. All roads will therefore lead to Abuja on August 18-20 for the first National Conference on CyberCrime & CyberSecurity.

Cybersolution meet with stakeholders on National Cybercrime Conference

The Consul General of the United States of America, Donna M. Blair honourably invited the Chief Executive officer of Global network of Cybersolution  (Cybersolution) to its annual cocktail reception in honour of CTO 2008 Exhibitors and the their visiting U.S Associates on Tuesday, May 13, 2008 at the Golden Gate Restaurant, Ikoyi, Lagos. The cocktail was sponsored by Fidelity Bank and chaired by Amb. Robin Sanders, Embassy of the United States of America.
 
The Cybersolution Chief, Mr Segun Olugbile in presence of Mr. Chris Uwaje (its poineering President) used the occasion to brief  MD of Fidelity Bank PLC, Mr. Reginald Ihejiahi, Rotimi Fashola, deputy MD Industrial &general Insurance Plc,  Mr. Larry Farris, the commercial counselor ,and Mr. Anayo Agu, Senior Commercial Specialist of the US Consulate General on the forthcoming  3days National Conference on CyberCrime & Cybersecurity with the overall theme: “National Digital Security: Engaging the Challenges of Digital Criminality, & the Future of Nigeria” – The Role of Federal Government,

He stressed that this National Conference will take place at the Nicon Luxury Hotel (formerly Le-meridian Hotel), Abuja, 28-30th July 2008. According to him;

"The National Conference is part of our strategic mission of addressing the alarming rate of financial sector institutional and enterprise cybercrime in Africa, Nigeria in particular which demands better understanding of socio-economic impact analysis as it affect our national critical economic infrastructures and sectors.

The National Conference is expected to be facilitated by Local and Global Cybersecurity Resource Personnel drawn from the Directorate for Cybersecurity (DFC)Presidency,  Economic and Financial Crime Commission (EFCC) Cybercrime Unit, NITDA, Nigeria Copyright Commission, Cybersolution Nigeria, Gartner Inc USA, Symantec Group Africa, E-commerce Councils, Cybersecurity Industrial Alliance (CSIA), Microsoft Inc. USA, Global E-Commerce Council on Cybersecurity  with many years of experience and exposure to the emerging global digital criminality and evolving digital security within the African states and Nigeria in particular.

The National Conference targets all senior sector leaders in private financial sectors, Government and law enforcement decision makers, sector statutory regulatory leaders, personnel with responsibility for developing policies or strategies for e-security, e-government, cybercrime management policy and all related Stakeholders"

Cybersolution Coordinator Urges Youth Minister to support the cause

Cybersolution National Coordinator, Mr. Segun Olugbile has urged the Ministry of Youth Development to support the Cybersolution cause as youths mostly are the perpetrators and victims of cybercrime.

The Good News

The internet usage among our youths in Nigeria is growing swiftly. It has given rise to new positive opportunities in every field we can think of – be it government, entertainment, business, sports or education.

The Bad News

As you will agree with me sir, there are two sides to a coin. Internet has also given birth to cyber-criminality (i.e. illegal activity committed on the internet) and cyber-abuse (reckless usage of internet platform) mostly perpetuated by young people and youths in our country.

The Ugly News

Global Internet platform has become a veritable tool for perpetuating online or digital crimes against foreigners and businesses, against our children, as well as against our nation.

In Nigeria, this has caused us loss of international reputation and dignity, security risks of our information, our business, and our nation’s critical information systems and infrastructure that come with connecting to a large global network.

Computers today are being misused for illegal activities like advance fee fraud popularly known as 419, child pornography, e-mail espionage, credit card fraud, spams, software piracy and so on, which invade our privacy and offend our senses in Nigeria.

Our Institutional Challenges - Cybercrime and Cyber-abuse

As in every human endeavour there are always challenges to overcome. Our cyber challenges as a leading African nation is as diverse as cyberspace itself. However, our emerging cybercrime challenges can be narrowed down as follows:

  1. Non existing cyber-ingenuity among National Youth leaders and Youth-focused NGOs

i.e absence of National advocacy forum for anti-cybercrime education for drivers of youths-organizations in the country to constantly address the challenges of emerging threats of digital crime as it affect our youths

  1. Absence of Government Cyber-Policy agenda for Youth Development in the current digital age.

Government does not have a clear cut course of action or guiding principle on protection of Nigeria Youths as regarding positive acquisition of digital knowledge for responsible socio-economic empowerment. Most youths are left at the mercy of non-competent and cybercrime infected training outfit who are themselves ignorantly operating on pirated and nonsecure IT platform.   

  1. Cyber-disoriented Youths in Society

Cyber-misinformed youths resulted into wide spread abuse of cyberspace/internet committed by our youths. Absence of anti-cybercime orientation on internet safety, security and personal responsibility.

  1. Cybercrime Legislation  & Institutional Vulnerability

Poverty motivated background, and enabling environment only favorable for cybercriminally minded youths. E.g Cybercafe, Mobile internet phone etc

Absence of Cybercrime Monitoring Inititaives among youths

Absence of cybercrime enabling law to curb the menace of cybercrime among our youths

Lack of legal policy on the purchase and acquisition of mobile phone and Sim Cards on the street to prevent digital identity fraud usually exploited by fraudulent youths and young people.

  1. Internet Community & Safety for our youths and other vulnerable group

Cyberspace is a diverse online community of millions, where people research information for school, learn about movies, shop, listen to music, watch video clips,even develop sites of their own. As in any community, there are people and places our youths must naturally avoid to reduce national crime risk.

The reality of cybercrime activities committed by our youths are on the rise. What do we do?

It is the recognition of these challenges that caused us to crave for this official visitation to Your Excellency.

The National Conference on Cybercrime and Cybersecurity will hold on the 17th - 20th of August 2008. This historical event and 1st of its kind in Nigeria will attract government personalities, sector leaders, economy drivers and eminent personalities. It is billed to take place at the Transcorp Hilton Hotel, Abuja.

The conference is being organized by the Global Network for Cybersolution and the Federal Ministry of Justice.
